I own a shop, a drag car & truck. Money is your drawback when it comes to hitting the ET you want. Making one go that low in ET will be difficult, and this rings true if you want to drive it on the street too. The truck weighs too much, and you will need to get a lot of this weight off of it, and do some modifications to it. A streetable engine that will go that fast would be best done with nitrous to get it there. In case you haven't noticed, its hard to find a "car" that can go that fast. You will need a big block, or a 383 small block to begin with. You will need a very strong bottom end, a cam set-up that will work on the street too. The larger the cam, the less vacuum you will have for brakes, and most really high lift cams don't like to sit an idle at all, as this can damage your lifters from not enough oil to them. Most cam manufactures will tell you not to let the engine idle (as sitting at traffic lights) so this is why I suggest nitrous. The best thing anyone could tell you to do is; Purchase a book from Chevrolet called "Chevrolet Power" The Official Factory Performance Guide, and it will take you through step by step instructions to get all the power you can out of both big, and small block Chevrolet engines. You will also need to talk with a company such as TCI to get a transmission that will take the power. Add to this; a company such as "Strange" to get you on the right track for the rearend set-up you will need to keep it planted to the ground, and some knowledge on adjusting the rearend so it will go in a straight line. I would suggest a 572 or 502 big block, but a 383 stroker will get it there too, but making it run on the street as well as the strip will be a challenge. Check out this site:

As for the paint; Yes dark blue would be nice, but how good it looks will really depend on how good of condition the body is in the begin with. Dark colors tend to show every glitch in the body work, so keep this in mind when you paint it. Watch the speed channel on TV, and the show "Pinks" or "Pinks All Out" and you can get some good ideas, and you can also see how hard the numbers you want to hit will be with a truck. You really need to know a lot more than you can get from any one answer on here. The best thing to do is buy books, dvd's, and magazines that can point you in the right direction, as well as keep you from killing yourself because you did something wrong. To go that fast on a track, you must meet the rules of NHRA, and/or IHRA before they will even let you run your vehicle. You will have to have a roll cage, and many other safety features, or they will NOT let you run.
